Matthew D. Dickerson is the founder and President of Baseline Policy, where he provides federal fiscal policy research, legislative and budget analysis, policy development, and strategic advisory services.
Dickerson is recognized as a leading expert on fiscal policy issues, including the budget, appropriations, and economic opportunity.
He has written hundreds of publications on these issues, including research papers and commentaries that have been featured in outlets such as The Wall Street Journal. He has led the development of seven comprehensive federal budget reform proposals.
Dickerson has been deeply involved in the policymaking arena, serving in senior advisor roles within government and holding management positions at several leading policy institutions.
Dickerson is frequently requested to testify before Congress and provide counsel for lawmakers and other stakeholders on the federal budget process.

Prior to founding Baseline Policy, Dickerson was the Director of Budget Policy at the Economic Policy Innovation Center (EPIC). During his tenure at The Heritage Foundation, he was Director of the Grover M. Hermann Center for the Federal Budget, where he oversaw a team of budget analysts and economists researching spending, entitlements, budget process, tax, labor, pensions, and infrastructure issues. He also served as Policy Manager at Americans for Prosperity, supervising a team of fellows and analysts covering federal and state policy issues.
Congressional and legislative experience
Dickerson served as Senior Policy Advisor on the staff of the House Budget Committee, where he helped lead development of the fiscal year 2024 Reverse the Curse budget resolution. He has a dozen years of experience on Capitol Hill, including on the staff of the Republican Study Committee (RSC), where he held senior level roles including Policy Director and Senior Policy Staff under four different RSC chairmen: Rep. Steve Scalise (R-LA), Rep. Rob Woodall (R-GA), Rep. Bill Flores (R-TX), and Rep. Mark Walker (R-NC). He also served as Legislative Director and in other policy positions for the late Congressman C.W. Bill Young (R-FL), a former Chairman of the House Appropriations Committee.

Dickerson’s articles have been featured in the Wall Street Journal, the Miami Herald, National Review, the Sacramento Bee, the Washington Times, the Baltimore Sun, The Hill, the Washington Examiner, and other outlets. His submission to the America First Policy Institute’s Budget Process Reform Contest, The Budget Process Must Confront the Challenges of Today and Tomorrow, won first prize.
Education
Dickerson is a graduate of the College of William and Mary in Virginia and holds a Bachelor of Arts in Government and History.
